Error Message for Messenger

There are a couple of SQL Server 2000 database servers (in Win2k env) in our
company. I found an ErrorLog message "[364] The Messenger service has not
been started - NetSent notification will not be sent" in one database server.
Then I checked and found that the Messenger service is disabled in that
server. The Messenger service is set to automatic in other servers. I also
checked in www.microsoft.com for the Messenger service help papers. First
paper tells me we may need to disable Messenger service.
I'd like to know for normal case, should we disable or enable Messenger
service for Windows 2000.
Thank you
We normally enable messenger service for at least two usages:
one is to be able to set up net send messages for SQL notification. The
other purpose is to send to connected users that SQL will be brought offline
for a few minutes. That has to do with the company's policy. Some places
mandate email notification, some prefer screen popups. Some don't care.
